Title: The Implementation of Human Resource Management in Government Bureaucracies based on the Perception of Government Employees.

 

Introduction

Human resource management (HRM) is the strategic and rational approach to the management of an organization’s human resource to contribute to the aim of reaching the organization’s target. It involves processes in managing people to be more productive. HRM means employing people, developing their skills to meet their job requirement.  HRM’s function includes hiring, recruiting and training the best employees, dealing with performance issues, and ensuring that personnel and management practices are in line with the company’s regulations.

It is based on the assumption that employees are individuals with varying goals and needs. They should not be treated as a basic business resource. The field takes a positive view of workers, assuming that all wish to contribute to the enterprise productively, and that the main obstacles to their endeavors are lack of knowledge, insufficient training, and failures of process.

Human Resource Management (HRM) is viewed as a more innovative view of workplace management than the traditional approach. Its techniques force the managers of an enterprise to express their goals with specificity so that they can be understood and undertaken by the workforce and to provide the resources needed for them to successfully accomplish their assignments. HRM is also seen by many to have a key role in risk reduction within organizations.

Meanwhile, bureaucracy is the collective organizational structure, procedures and protocols usually in large organizations and government. It is represented by standard procedure that guides the execution of processes intended to improve efficiency.

The study is about the implementation of Human Resource Management in government bureaucracy based on the perception of government employees. The study aims to know what will be the effect of implementing HRM in government agencies. It also aims to view the perception of government employees with HRM.

Literature Review

According to the 2002 research of the University of Kansas, the integration of women into administrative and professional positions at state governmental bureaucracies has been slow over the past decade. In fact, it will take well over half a century to achieve gender balance across all state agencies if progress continues at the present rate. The research indicates that women should be equally considered in holding a position in government bureaucracies. Gender equality is one of the main problems in the government. The research showed that over the past decades, women who hold governmental positions are seldom promoted.   

  Objectives of the Study

The study is about the implementation of Human Resource Management (HRM) in government bureaucracies based on the perception of government employees. The study has the following objectives:

1.    To know the effects of HRM in government bureaucracies.

2.    To be able to see the opinions of government employees regarding HRM.

3.    To know if HRM would increase the efficiency of government employees.

Main Problem

The study seeks to answer questions regarding the implementation of HRM in government bureaucracies. The study seeks to answer these following questions:

1.    What are the effects of implementing HRM in government bureaucracies?

2.    What are the opinions of government employees regarding the implementation of HRM?

3.    Will the implementation of HRM increase the efficiency of government employees?

Scope and Limitations of the Study

The study will tackle about the implementation of Human Resource Management in government bureaucracies. It will not include private companies with the same structure as the government. It will also tackle the effects of the implementation of HRM in solving problems in government bureaucracies.

Methodology

The researcher will used descriptive type of research on the study. The researcher will used survey questionnaires and interviews as a tool of gathering data about the research. The actual immersion of the study will be at government bureaucracies and offices in which employees are present. The researcher will use government employees as respondents for the study.
