Development means to bring the more advanced and effective strategies such as the adoption of technologies and policies to enhance the capability of a nation in the midst of rapid changes. The aim for development is the usual reason for the total growth or expansion (as if it is applied in organizations). By bringing the elements, like people, process, and policies into various activities development can be achieved without failure. Third World countries or developing countries, on the other hand, are identified to have the inability to proceed in the continuous progress because of having relatively low living standards or low-profiled industrial productivity. Therefore, the development is the result of working together and regaining the wide arrays of opportunities for even greater service. It is not only schoolhouses that should be built but also the capabilities of the people, as well as their confidence.

The term “Third World” identifies the countries that are not in progress as compared to the other countries across the globe. This description is derived from the social, political, and economic aspects of each country. Zimbabwe, being on of the “poorest countries in the world”, or often referred as one of “least developed countries” because of the three indicators: (a) low-income estimate of the Gross National Income (GNI) per capita; (b) weak human assets; (c) and high degree of economic vulnerability (Ingalls, 2007).

The paper aims to disclose the ideas regarding the improvement in the Third World countries by examining the development in the society, particularly on what theories of development that is relevant for working with women and families in 'Third World' countries and how relevant or not they are in one of the developing countries. This paper will, therefore, give a gender dimension to the different contexts that are relevant to welfare and work context in Zimbabwe. In addition, the materials that will be utilized should appropriately discuss the various development theories and their relevancy to Zimbabwe and its society as well as the associated issues. The framework of the paper is designed according to the aspects of gender issues, welfare, women, and improvements in the Third World country’s living standards.  To address the issues and the associated theories in development, there are two questions where the study can be based on:

1. Which development theories promotes or supports the empowerment of women and why? And which development states otherwise towards the promotion of empowerment of women and families and why?

2. What are the possible development theories and strategies, which Zimbabwe can adopt in order to support the growth of women and families in society?

In order to answer these questions, the paper will address the following theories of development – modernization theory, dependency theory, rational and disjointed theories.
