Introduction

The research will focus on the Challengers to Financial Sustainability of Unesco Community Radio Stations set up in 1998, the Case of Community Radio "Voz Coop" in Maputo Mozambique.

 

Description of the research problem

Radio station set up in Mozambique as failed in accordance to the funding of UNESCO 

 

Problem statement

Most community radio stations set up and funded by UNESCO in Mozambique from 1998 to 2006, is doomed to failure or to the disappearance because at the end stage of life with total financing of their activities, they are not able to walk alone.

 

Aim, objectives and research questions

The purpose of this study is to investigate which paths to follow in order to ensure that financially sustainable are reached so recommendations should be made to all stakeholders. This study will focused on the Voz Coop radio station based in Maputo Rural area. To analyze the radio stations set up and management process. To improve the methods of setting up community radio stations applied up to now. To change the strategy management applied to the UNESCO radio stations. To stabilize improved ways of dealing with installation, management and financial sustainability of community radio stations in Mozambique. To recommend a process leading to financial sustainability for based community ownership projects.

    Significance of the study

    This study will be useful as will contribute to sort problems of financial sustainability for social projects started in the same way the radio stations were started. The majority of social projects started by foreign donors for community benefit, face problems once the donors stop to funding the running costs. This Study will focus on the community radio stations set up and funded by Unesco in Mozambique from 1998 to 2002. the majority of these radio stations has stop running due to the lack of funding. by looking to the possible ways of how to make it become financial sustainable and keep it running normally the study will be of great utility for the beneficiary communities, for the donors whose the intention in to contribute for the development of the country and for the country assets.

     

    Review of literature

    During the last two decades UNESCO has commissioned a number of studies and published monographs on the theme of community media. The first monograph published by UNESCO on the theme of community media was Access: Some Western Models of Community Media by Frances Berrigan, which appeared in 1977; and in 1981, the enquiry was extended to the developing countries in study by the same author entitled Community Communications, the Role of Community Media in Development (Fraser and Restrepo Estrada, 2001). The growth of the community radio ‘movement’ was covered in a section of the UNESCO World Communication Report in 1997. UNESCO sees community radio as medium that gives voice to the voiceless that serves as the mouthpiece of the marginalized and is at the heart of communication and democratic processes within societies. With community radio, citizens have the means to make their views known on decisions that concern them. The notions of transparency and good governance take on new dimensions and democracy is reinforced. Community radio catalyzes the development efforts of rural folk and the underprivileged segments of urban societies, given its exceptional ability to share timely and relevant information on development issues, opportunities, experiences, life skills and public interests. Given the audience’s low literacy rate and radio’s ability to involve women and to treat them not only as objects or merely as a target audience, but as participating agents and as a valuable source, community radio becomes one of the most promising tools for community development (Fraser and Restrepo Estrada, 2001).

     

    Description of the proposed research methodology

    Case study methodology is appropriate for this research along with case survey instrumentation. The case will adhere to community radio along with several interim UNESCO information and discussions, case pertaining to Mozambique in terms of the following points as presented by Birgitte Jallov: Community Radio, For Empowerment and Impact

    -          Is community radio an adequate medium for creating social change in Mozambique?

    -          Creating and measuring results, Mozambique case

    -          Inverting the Top-Down Process, Creating Community Ownership

    -          Creating Sustainability – the Basis for Development through Action and Change

    -          Developing Financial Sustainability through Effective Management of Partnerships

    -          Ensuring adequate community content – assessment of immediate/short term objectives

    -          Audience Research

     

    The using of secondary data in form of reviewed journals will be a one imperative factor for the success of case study analysis and evaluation. Primary research expresses value through case surveys to be given by media people in such present community radio stations in Mozambique.

     

    Description of how the research findings will be used and or disseminated

    Research findings is crucial factor in research and these will place in to detailed and comprehensive encounter of case study in support to UNESCO in such community radio set up. Aside, specific responses will be imperative for the findings as it will provide original first hand information depending on how the respondents will rate survey statements from 1 to 5 classification scale. The impact assessment is one of a variety of monitoring tools available to ensure that a community radio effectively works towards set objectives and aspirations. In Mozambique ‘bare-foot’ impact assessment methodology will be designed with community owned stations. The methodology an internal assessment of the radio's way of functioning as an organism, assessment of the capacity of the community producers through their programs to meet the needs and desires of the community and overall objective of it all: assessing the extent to which impact can be registered vis-à-vis a positive development change within the community, empowerment, mending of the social tissue, resulting from the work of the community radio.
